To ensure safe execution of pipeline construction and associated activities by implementing ADNOC HSE requirements, project specifications, and UAE regulatory standards. The HSE Officer will proactively identify hazards, monitor compliance, and promote a strong safety culture across all project activities.
HSE Compliance
Ensure full compliance with ADNOC HSE standards, project HSE plans, and legal requirements.
Monitor implementation of company HSE policies and procedures.
Conduct routine site inspections and compliance audits.
Verify that all work activities are performed under approved Permit-to-Work (PTW) systems.
Site Safety Monitoring
Supervise and monitor pipeline construction activities including:
Excavation and trenching works
Stringing and pipe laying
Welding and NDT activities
Hydrotesting operations
Lifting and rigging activities
Mechanical installation works
Backfilling and reinstatement works
Ensure required PPE is used correctly by all personnel.
Risk Assessment & Hazard Control
Participate in Job Safety Analysis (JSA), Task Risk Assessment (TRA), and Method Statement reviews.
Identify unsafe acts and conditions and initiate corrective actions.
Monitor critical activities such as:
Hot Work / Confined Space Entry / Excavation
Heavy Equipment Operations
Working at Height / Pressure Testing
Incident Management
Report, investigate, and document incidents, near misses, and unsafe conditions.
Conduct root cause analysis and recommend corrective/preventive actions.
Follow up on action closure and effectiveness.
Training & Awareness
Conduct HSE inductions for new employees and visitors.
Deliver daily toolbox talks and safety briefings.
Organize safety campaigns and awareness programs.
Coach supervisors and workers on ADNOC safety expectations.
Emergency Preparedness
Participate in emergency drills and exercises.
Ensure emergency response equipment is available and functional.
Support implementation of project emergency response procedures.
Documentation & Reporting
Maintain HSE statistics and records.
Prepare daily, weekly, and monthly HSE reports.
Submit inspection findings and corrective action reports.
Coordinate with ADNOC HSE representatives during audits and inspections.
Hazard Identification and Risk Assessment.
Incident Investigation and Reporting.
Permit-to-Work System Management.
